Four million years ago, Functionism (the belief that one's alt-mode determined their life role and worth) became prominent in society and was a growing sentiment in the Senate, which sucked a lot. A miner named Megatron had a dream of a peaceful socialist revolution but decided violent warfare was a better idea after overthrowing the Senate. The Great War was deadly and spanned planets and four million years. After some comics taking place on Earth, the war ended and Cybertron and its colonies were left to decide what the heck to do.

Dominus Ambus' younger sparkbrother, Minimus Ambus (background information on his character)
After leaving Necroworld, Ultra Magnus continues work on his book, Terms of Peace, which contains all the possible rules required for a perfect society. He and Cyclonus have a talk about Cyberutopia, though Magnus isn't up for a heart-to-heart. He then is caught up in Anode's and Swerve's prank war just as odd things happen on the ship. In addition, Skip the ship is shrinking while they attempt to navigate to safety, only to be ejected into compressed space.
They wake up on an unknown planet with a giant Matrix floating above the plains - which they eventually deduce is the afterlife - running into deceased comrades confirms it. Rodimus yells at the sky, demanding an audience with the Guiding Hand and is promptly struck by lighting. Magnus stays near the Matrix when he is approached by Dominus Ambus. He tells his brother that while he was undercover in the DJD, he followed Minimus' exploits and always wished they could meet again in person...so he can say that he's proud of him. Magnus is about to ascend - a term meaning that his spark leaves his body and truly joins the afterlife - when he is summoned by the Guiding Hand. Because Rodimus wants him to out-lawyer the gods to return to the living. They don't succeed and are send back to the planet. Magnus temporarily leaves the group, thinking of ascending, but comes back just in time to fight off some guardians and help Rodimus, Ratchet, and Drift discover the truth - this is Cyberutopia, or at least an euthanasia clinic that creates illusions of what makes the patients happiest, and the Knights of Cybertron who discovered it millions of years ago wanted to go home the most. Someone on the crew had a super strong desire to go to the afterlife for this to happen (it was definitely Cyclonus).
They destroy the illusions, saving the rest of the crew (but not before Nightbeat has "ascended") and meet up with the Scavengers. Just then, Getaway arrives and drops the remaining mutineers on them, who have been turned into sparkeaters. They try to fight them off without killing them, but they eventually form a plan - Magnus is among the group that will storm the Lost Light while the others go indoors to cure the sparkeaters. Rodimus and Cyclonus get inside to fight Getaway and Star Saber while Magnus and the others are trapped in the oil reservoir with an infestation of scraplets. Fortunately, these are the ones that were adopted by Whirl, so they don't attack the group. And then Whirl sics them on Getaway.
Now that the former sparkeaters are recovering and they have control of the Lost Light, they are prepared to leave when a rift in spacetime opens before them. Out comes the Cybertron from the Functionist Universe along with Megatron and his fleet. Megatron and the AVL meet up with the group Magnus is with, revealing the medical skills he picked when he was in the Functionist Universe by fixing an injured Drift. He mentions that the Functionist Council rebuilt Cybertron to transform into a giant robot to conquer the rest of the universe, and when the rift was opened (by Adaptus, though Magnus doesn't know that yet), they slipped through. Magnus is understandably still upset with him, though Megatron says that through traveling through the Warren, from his perspective, it has been 819 years since he last saw Minimus.

Cybertronians all across the galaxy respect (and fear, if they are on the wrong side of the law) the legendary Ultra Magnus. For millennia, his reputation as a powerful mech who never strayed from enforcing the Tyrest Accord and hunting down criminals was well-earned. Magnus was known as The Eternal Lawman, who seemingly came back from near-death multiple times out of sheer will. Intimidated of his terrifying knowledge of rules and his might in battle, one would imagine Magnus to be a serious by-the-rules lawyer with an untouchable reputation. This is entirely true, but like onions, Magnus has layers.
Namely, the real Ultra Magnus died early in the war between Autobots and Decepticons and this guy arresting criminals is a small Cybertronian named Minimus Ambus piloting a giant suit of armor. Minimus is not the first mech to take on the mantle, but he has bonded so closely with the idea of this lawman from long ago that he identifies as Magnus. Even after his existence was revealed to the rest of the crew, he still answered to "Magnus" with few instances of being called "Minimus." Being Ultra Magnus was, and at his canon point is his life. Many mechs see sense in this; Ratchet says while he knew about the other Magnus pilots during his lifetime, he considers Minimus to be the "true" version. Previous iterations of Ultra Magnus had their own takes like different writers working on the same character - one iteration was lax and wore his Autobot badge at an angle (Minimus Ambus would be appalled), Convoy was aggressive and preferred to fight over dishing out legalese, Skids remembers when Ultra Magnus made one-liners. Minimus Ambus is an uptight, humorless neat freak who looks forward to giving dry 3-hour presentations, memorizing ten thousand page codes and writing up reports no one else reads.
He sees his role as Ultra Magnus to be an important position - in a lawless universe, he has to be a constant. He must be a figurehead for all that is decent and take responsibility in enforcing that. That is not to say that his black-and-white view on morality is a ruse. Minimus Ambus truly believes that laws are needed to make sure society remains peaceful and does not devolve into another civil war. His obsession with analyzing the wording of the Autobot Code is his way of guiding himself through the complexities of life with "a comprehensive system of morality: a framework for living that addresses all aspects of the Cybertronian condition." He enjoys this analysis and discussion of dense texts, much like he enjoys statistics, fonts, proper grammar, and minutae that others would find boring. This does distract him from the bigger issues at times, but to his credit, this gives him the power to utilize red tape and legal loopholes when he's not policing everyone's fun.
Much of his development is centered on loosening up and acknowledging the shades of gray he despises. After the Great War, his rigid upkeep of the law did not translate well into being second-in-command to a crew of adventuring disasters, and when in distress, he doubles down on being a control freak to the point of being unable to function if he doesn't know everything he can prepare for, rearranging the furniture in Rodimus' office and searching for all fire exits before he can properly have this thing called "fun" in a bar. He always has to follow the rules/laws, even if it benefits the party obviously in the moral wrong. If he makes one compromise, he could start the path down a slippery slope and end up in a dark place, and even as he develops, shaking off this black and white thinking is difficult. However, he genuinely wants to help people and do good, and that is why having and following rules is important. With laws and standards, he has something on his side to protect the exploited.
He doesn't consider himself a leader, but he utilizes his other strengths to protect the crew because despite his frustrations, he cares about them. What he wants most is to be liked just as much he desires not to lose any respect. He threw himself at Overlord knowing how unkillable he was so that the others would have time to escape. Wearing the Magnus Armor and working under Tyrest was a way for Minimus Ambus to get out of the shadow of his older brother that he felt he was always being compared to. Both were tiny mechs with beast alt-modes, which they hid with a layer of armor to protect themselves from severe discrimination, but where Dominus became a Renaissance man historical figure, Minimus was a normal soldier who would never be as good as him. "Why do you think I spent most of my life looking like someone else?" he asks Rewind when the latter comments on their similar appearance. He borrowed someone else's legacy and hid under another layer of armor to make a name for himself, and in the process he was erasing his own. When he wears the armor, Ultra Magnus is special and powerful; he is a somebody. He's everything Minimus always wanted to be. Getting out of the Magnus Armor makes Minimus vulnerable, emotionally and physically. When his identity was initially discovered, he worried that the crew would stop taking him seriously - even before, he was worried about becoming a laughingstock when Magnus had to smile to destroy the nanocons infesting his mouth.
The companions he made during the story helped him discover himself, but his friendship with Megatron is worth mentioning. Megatron was a former supervillain - yet when he joined the Autobots after losing the war and had his own character development, Magnus' worldview that kept him going through the Great War was deeply threatened. Here was someone who finally respected him and had similar attitudes, who never joked about his annoying habits and got close to him. He provided the validation that Minimus had always wanted. Despite the cognitive dissonance it create after Megatron was trapped in the Functionist Universe, Minimus eventually acknowledges that his - and everyone's - friendship is what he really needed. Coming out of his shell is a long process. Magnus/Minimus may be a father figure who doesn't understand kids these days, but despite his habits, he also has feelings and always has the best of intentions.
